Bradford Seminar: “Wielding the Tools of Environmental Policy: How Regulatory Rulemaking Serves the Climate, Clean Air, and Environmental Justice Agenda”

Joseph Goffman, principal deputy assistant administrator, Office of Air and Radiation, US EPA at US Environmental Protection Agency (EPA), will present “Wielding the Tools of Environmental Policy: How Regulatory Rulemaking Serves the Climate, Clean Air, and Environmental Justice Agenda.” This seminar will be held in-person (PUID holders only) and available via livestream (open to all).

On March 8, 2022, and again on January 23, 2023, President Biden nominated Joseph Goffman to serve as Assistant Administrator in the Office of Air and Radiation (OAR) of the US Environmental Protection Agency. Since January 2021, he has served as the Principal Deputy Assistant Administrator Performing Delegated Duties of Assistant Administrator in OAR. Prior to that, he was Executive Director of the Environmental and Energy Law Program at Harvard Law School. In 2017 he served as Democratic Chief Counsel to the U.S. Senate Committee on Environment and Public Works (EPW). From 2009 to 2017, Goffman was Associate Assistant Administrator for Climate/Senior Counsel to the Assistant Administrator for OAR. There he played a key role in developing a range of pollution control rules under the Clean Air Act. During an earlier stint at EPW, he authored Title IV of the Clean Air Act Amendments of 1990, pioneering the use of cap and trade in the program that tackled acid rain. His career also includes senior legal, policy and management positions at the Environmental Defense Fund. Goffman graduated from Yale College and Yale Law School.

This event is part of the David Bradford Energy and Environmental Policy Seminar Series organized by the Center for Policy Research on Energy and the Environment (C-PREE) in the Princeton School of Public and International Affairs and co-sponsored by the High Meadows Environmental Institute (HMEI).
